The production built a detailed prison set from scratch rather than relying entirely on existing locations. The production reportedly involved more than 100 performers to create a convincing prison environment.

The idea for Ghost in the Cell dates back to 2018. Joko Anwar conceived the prison as a miniature representation of society, using the confined environment to explore how people behave within a larger social system.
