When Yakushin's men are assembled, the black vans have Russian plates (with white characters on a red background, used for diplomatic cars). In the next shot, while traveling in a convoy through what is supposedly Moscow, Hungarian license plates are clearly visible on the vans (the scene was filmed in Hungary). When the convoy arrives at the GRU, the vans have Russian red plates again.
