Just before the building explodes, Wells tells Chuck that DC United doesn't check gas leaks, the fire dept does. If you smell gas you don't call the fire department. You call the gas company and they come out and check for and find the gas leak. And ( if it's on the gas company side of the meter) the gas company fixes the leak or hires a contractor to fix the leak.

Goofs
Not only would the at-best 12-megapixel camera on a 2016 smartphone not have sufficient resolution to pull a usable fingerprint from a zoomed-in image of a wineglass, but the camera's autofocus would have focused on the sleeping woman's face in the middle of the frame, and in low indoor light the camera would have selected a wide aperture, hence a narrow depth of field. The wine glass in the background should have been out of focus.
