Following the city hall shooting, Mayor Fisk consolidates power, detaining Karen. Matt launches a desperate legal defense while Benjamin Poindexter and other vigilantes operate in the shadows to destabilize the mayoral administration.

Mayor Wilson Fisk tightens his grip on New York after a violent confrontation, holding Karen Page in a cell to provoke his enemies. While Fisk maneuvers to secure absolute authority, his inner circle fractures. Deputy Mayor Daniel Blake attempts to protect his ally, only to face a brutal execution at the hands of a subordinate. Meanwhile, Matt Murdock abandons his vigilante identity to defend Karen in a televised tribunal. As Kirsten McDuffie challenges the state, the legal arena transforms into a high-stakes battlefield that draws everyone deeper into chaos.

The episode opens in the immediate aftermath of the shooting on the steps of city hall, with the city absorbing the violence of the previous night's confrontation between Daredevil and Mayor Wilson Fisk (Vincent D'Onofrio). Fisk, without Vanessa Fisk (Ayelet Zurer) at his side following her death, moves to consolidate his authority over New York, framing his actions to subordinates as the restoration of civic order. Anti-Vigilante Task Force officer Powell (Hamish Allan-Headley) has taken Karen Page (Deborah Ann Woll) into custody following her capture at the protest, and the episode follows her through processing, where she is searched and placed in a holding cell.

Fisk arrives at the cell personally. He stands over Page, invoking the death of James Wesley (Toby Leonard Moore) as he speaks of order and of those who have taken people from him. Page responds by telling Fisk that she has never seen him scared before, and that she finds she likes it. Fisk reacts by gripping her by the throat, holding the choke-hold for several seconds before releasing her and offering her a phone call, which she accepts.

Elsewhere, Mr. Charles (Matthew Lillard) regains consciousness to find Jessica Jones (Krysten Ritter) standing over him. Jones warns him that she will come after him if he continues pursuing her. Charles counters by reminding her that he remains her only connection to Luke Cage, whom he describes as currently overseas. In the course of their exchange, Charles discloses that the federal government no longer regards Fisk as a useful asset, information that sets in motion the episode's political maneuvering against the mayor.

That political maneuvering reaches Governor McCaffrey (Lili Taylor), who places a call to Attorney General Steverud (voiced by Ty Jones, credited as Tyron Jones) to begin the process of filing suspension papers against Fisk in connection with the Red Hood Port. Before the call can be completed, a masked assassin moves against McCaffrey. The assassin is intercepted and killed by a second masked figure, revealed to be Benjamin Poindexter, also known as Bullseye (Wilson Bethel), who had been released from custody by Matt Murdock (Charlie Cox) earlier in the season. The kill removes the immediate threat to McCaffrey and leaves Poindexter positioned as a wild card operating outside both Fisk's control and the Resistance's plans.

Inside Fisk's legal apparatus, Page is fast-tracked toward a vigilante tribunal modeled on the earlier proceeding against Beck (Tony Dalton), the so-called Swordsman, with the difference that Page's hearing is staged as a televised event. Before the hearing, Dr. Heather Glenn (Margarita Levieva) conducts a psychological evaluation session with Page, administering the same series of questions previously put to Beck. Page deflects by steering the conversation toward Murdock, remarking on his "complications" in a tone Glenn does not reciprocate. Glenn then raises the death of Page's brother and questions whether Page felt a sense of power after killing Wesley. Throughout the exchange, Glenn experiences brief flickers resembling Muse, the masked killer from earlier in the season, visible only in her peripheral vision. The session concludes with Page bleeding from the face.

Concurrently, Daniel Blake (Michael Gandolfini), Fisk's Deputy Mayor of Communications, moves to extract his friend BB Urich (Genneya Walton) from the city before Fisk's people can act against her for producing the "City Without Fear" broadcasts that have publicly undermined the administration. Blake arranges for Urich's departure, telling her directly that doing so is the right course of action, despite understanding the personal cost it will carry. With Urich removed from danger, Blake reports to Buck Cashman (Arty Froushan), who has been tasked with handling the fallout from Blake's actions. Blake tells Cashman "fuck you" before Cashman, putting on a pair of leather gloves, begins beating Blake repeatedly about the face. Cashman then draws a firearm and shoots Blake in the head. Before leaving the scene, Cashman pauses and looks back at Blake's body for a moment before departing to report to his superiors.

Through an intermediary, Brett Mahoney (Royce Johnson) facilitates a secret meeting between Murdock and Page, during which Murdock outlines a plan for the upcoming hearing. Page expresses reservations but agrees to proceed. Murdock's plan involves entering the courtroom not as Daredevil but as Matthew Murdock, attorney, appearing alongside Kirsten McDuffie (Nikki M. James) as co-counsel for Page's defense.

The hearing convenes before a panel that includes Chief Justice Waters (Deirdre Lovejoy), with Judge Grimes (Dustin Tucker) and Judge Luna (John Hedges) also presiding, and District Attorney Hochberg (John Benjamin Hickey) representing the prosecution. McDuffie delivers an opening statement framing the central question of the proceeding as whether a vigilante is someone who defies the law in pursuit of a personal definition of justice, or a last resort for justice within a system that has ceased to function. Members of the Anti-Vigilante Task Force, including Powell and Cole North (Jeremy Isaiah Earl), are called to testify. When the judges caution McDuffie against playing to a jury that does not exist, she gestures toward the courtroom's television cameras and asks whether they are certain of that. Murdock then enters the courtroom and is introduced by McDuffie as co-counsel, a development that visibly confuses the presiding judges and disrupts the proceeding's intended function as a trap for Daredevil.

The disruption triggers a confrontation outside the courthouse. In a parking garage, AVTF vigilantes engage Cherry (Clark Johnson) and Angie Kim (Ruibo Qian), with Mahoney also present, in a physical confrontation that plays out as the legal proceedings continue inside. Murdock, having left the courtroom, is shot during this stretch of the episode while out of costume, sustaining the injury before making his way from the area.

The episode closes with Murdock entering a church, where he kneels and prays to Saint Jude, the patron saint of difficult cases and lost causes, asking for consolation amid his tribulations. The scene is lit predominantly in red. As the prayer continues, Jessica Jones approaches and positions herself beside Murdock, indicating her readiness to remain involved as the conflict with Fisk approaches its conclusion.
