Russell throws a citizenship party for Timmy to celebrate his impending citizenship in the United States. It was learned however, by the end of the series that in fact, Timmy was not a citizen and had never been a citizen. In addition, Timmy was never seeking citizenship, which would've been impossible as a recently landed immigrant. He was in the country on the basis of a work visa with the goal of obtaining permanent residence status. In the series finale, Timmy needed to actually marry an American to even hope to achieve a green card/residency because Russell had failed to adequately communicate with immigration officials regarding Timmy's work status And he was informed that his status was canceled and would have to leave the country and reapply.
