Episodes three and four of this series are interesting examples of modern writing. One of them has a lot of tension and excitement but almost nothing to do with the plot, and the other has some decent character development and story progression but delivered in a very mundane manner. This episode, Truth (a very lazy and nonsensical title given what happens), may not have been as edge of your seat as the previous, Machines (equally as lazy but it still fits), though at least this one is actually story-related.

Not that long ago, the average TV show was 22 episodes or more per year. That type of routine had been going on for a couple decades and could get away with a filler episode here and there. Now we're lucky to get eight episodes a season and there's still time being wasted. These two eps could've easily been combined, bumping up the tension for the mayor's murder investigation and dropping that generator fix entirely as it served no purpose anyway. Alternatively, eps 3 & 4 could probably be dropped completely and any plot development could be worked into other parts, giving us eight streamlined chapters for the season.

Strangely enough, Truth was objectively the better episode between the two when looking at the show as a whole, yet it's rated an entire point lower than Machines because of its plodding storytelling. It seems like people really do just want shiny things and mindless action over storytelling, like in the Foundation series, so I shouldn't be surprised when it happens. Cheers.
