With the exception of Svengoolie, everyone appearing on the show is dressed in a special Halloween costume: Bill dresses up as Popeye the Sailor, Toony initially dresses up as his Svengoolie-inspired Sventoonie alter ego, and everyone else (Mr. Quizzer, Goldie Fisher, Det. Abouttoretire, Det. Newtotheforce, Bill's Mom, Bill's Dad, and later Toony) dons a baseball cap and zip-up hoodie as a "Bill the Cartoon Curator" costume (though Bill's Dad says he is actually dressed up as "Jason, the kid who mows our lawn").
