White outlaws disguised as Indians have been attacking the construction crews building a new railroad. The Ranger knows that outlaws don't want the railroad because the railroad means more people and more law in the west. The Ranger and Tonto work with construction engineer Rick Merrill and the sheriff to stop the attacks. But they don't know that Lucky Kendal, the secret leader of the gang, has the sheriff's deputy working for him as a stooge. Things get complicated when the federal government states that any railroad not operating by a certain date will lose its franchise. This is an entertaining episode with more indoors scenes than usual. Frequent Lone Ranger supporting actors House Peters, Jr. and Jim Bannon appears as two of the bad guys.
