Jamie tells Mr. Tobak that he may have diplomatic immunity, but his car doesn't. High ranking ambassadors and diplomats like Mr. Tobak are also issued diplomatic plates for their vehicles. This extends diplomatic immunity to their vehicle as well, in the eyes of the law Mr. Tobak's car is sovereign Egyptian territory and not subject to the laws of the United States of America and the state of New York, and certainly not subject to the ordinances of New York City. In reality if an NYPD officer tried to tow a vehicle from the Egyptian consulate, the consular security would be legally justified in using force to stop them, and if members of the embassy were in the vehicle they could even use deadly force.
