This episode appears to be based on two separate cases/incidents:
The 1989 Jeffrey Vilain case. In January 1989, 14-year-old Jeffrey Vilain was tragically killed by a stray bullet while walking in his Bronx neighborhood. The shooting occurred during a confrontation between two men, one of whom, 21-year-old Michael Williams, was charged with second-degree murder and criminal possession of a weapon. Authorities believed that Williams fired at a rival, but the bullet struck Vilain instead. This incident highlighted the dangers of gun violence in urban areas and the devastating impact on innocent bystanders
The 1980 Adrian "Ajax" Precia case. On September 10, 1980, at Spingarn High School in Washington, D.C. Sixteen-year-old Adrian Precia, affectionately nicknamed "Ajax" by his peers, was fatally shot during a school assembly. The shooter, 18-year-old Michael Joseph Pratt, was reportedly playing with a small-caliber handgun when it discharged, striking Precia. While some accounts suggest the shooting was accidental, eyewitnesses, including 17-year-old Tanya Brown, claimed it was deliberate. Pratt was charged with a felony, and another student faced charges for possessing a dangerous weapon without a license. The incident highlighted concerns about school safety and youth access to firearms during that era.

Goofs
When doing the lineup for Kevin Parker the title card says the location is the 33rd precinct interrogation room. Yet Van Buren, Briscoe and Logan are stationed in the 27th precinct, not the 33rd, there would be no reason for them to be doing a lineup at a different precinct, and certainly not the 33rd since that is the precinct the suspect's father used to work out of which could be seen as an attempt to taint the lineup.
