One of many instances in which Harris is depicted as a hypocrite.

Back in Community Relations (1977), he convinced Wojo not to quit the force over having to wear a uniform for one day out of the year, telling him it's not so bad. However here, Harris flat out refuses to wear a uniform, thinking it's beneath him.

Goofs
When in uniform, Captain Miller should be wearing a white shirt, as he is a member of Command Staff. Also, Detectives who attain a rank of Sergeant should be wearing gold Sergeant shields with an eagle on the top, and stripes on their sleeves. The other Detectives should be wearing gold Detective sunburst-style shields on their uniforms.
