Literal translation of the title is: "catching devils in ice town"

 Ice: methaneamphetamine.  In the 1990's, China begun to face the same narcotic problems that were common in west, and one of them is ice, the methaneamphetamine.  The manufacturing of methaneamphetamine was lead by gangsters of Hong Kong and Taiwan, hiring locals in the province of Canton and Fujian, for sales back in Taiwan and Hong Kong.  This film gave a dramatized version of the true stores of Chinese counter narcotic operation that was concentrated on eradicating methaneamphetamine.
