The literal translation of the title of this movie is: The Commanding Flag Flies.

This movie is the typical political propaganda of the Great Leap Forward political movement launched by Mao, which resulted in disastrous result in the years followed, resulting in tens of millions of Chinese starved to death.  This political propaganda piece was made in the early era of the Great Leap Forward, and it differs from the later political propaganda piece in that this one eulogizes the movement only, without any emphasis on crushing the opposition to the movement that was common in the latter, because by the time this movie was made, the disastrous effects of the political movement has not shown yet, and therefore there was barely any criticism and opposition to the movement yet.
