Earlier Rajkumar Santoshi was to make the film with Sunny Deol,Meenakshi Seshadri and Raveena Tandon as " Ajay" in 1991. Music by Bappi Lahiri, Produced by Dharmendra. When Meenakshi and Santoshi had a fallout, the film was shelved. The script was put on hold because Santoshi decided to make Ghatak instead. In 1998 Boney Kapoor offered a good financial deal to Santoshi and he opted to make the film "Ajay" with Anil Kapoor and Madhuri Dixit and Namrata Shirodkar. The title Pukar was chosen for the project . This angered Sunny Deol as the idea behind the script had come from him. He felt betrayed by Santoshi. Sunny decided to make another film titled "Ajay" with Suneel Darshan instead.

The UK release was cut, one cut required to neck break in accordance with Board policy, in order to obtain a 15 classification. An uncut classification was not available.
