Chun Li's color schemes in this animated movie are ruby, emerald, gold, and onyx. In the games, Chun Li's original colors are sapphire, turquoise, gold, and onyx. Chun Li is the only canon street fighter in this OVA with a non-canon color scheme.
The street fighters that have roles in the film are: Ryu, Ken Masters, Chun Li, Sakura Kasugano, Rose, Zangief, Dan Hibiki, Birdie and Akuma (Gouki in Japan). The cameo extras are Adon, Guy, Dhalsim, Rolento F. Schugerg and Kitana (Sodom in Japan). The other street fighters who are omitted from the film are: Charlie Nash, Gen and M. Bison (Vega in Japan). There are three other canon characters from the main trilogy that are cameos such as: Street Fighter I's Sagat who was only mentioned twice by both Chun Li and Shun, Street Fighter II's Vega (Balrog in Japan) whom Dan loses to during the first tournament, and Street Fighter III's Ibuki who appears as a 16-bit sprite in Sakura's WonderSwan handheld.
The film is not a prequel or sequel to either Street Fighter II MOVIE (1994) or Street Fighter II V (1995), but an independent installment, although a handful of voice actors from previous adaptations reprised their roles for the English version of the movie.
The original characters of this OVA are Wallace (who replaces Charlie Nash and shares Fei Long's personality), Rosanov and S.A.D.L.E.R.B.O.T (both resemble Sagat, M. Bison, and Hugo), Shadowlaw's Professor Sadler (whom he takes the lead antagonist roles of Shin Akuma, M. Bison, and his scientist Senoh), and Shun just to give Ryu a melodramatic but tragic backstory.
An English dubbed version was later produced by Manga Entertainment and released in 2001 on the 10th anniversary of Street Fighter II: The World Warrior (1991).
