He was awarded the 2002 Queen Elizabeth Golden Jubilee Medal in Toronto, Ontario, Canada.

He was awarded the C.M. (Member of the Order of Canada) on October 27, 1993. He was invested in February 16, 1994. He was a York University professor, he is widely recognized for his scholarly work on the history of the Canadian labur movement and Jewish Canadian history. His writings and lectures have helped us to appreciate the rich and diverse roots of our country, and broadened our understanding of the contributions generations of immigrants have made to Canada.

He was awarded the Queen Elizabeth II Diamond Jubilee Medal in 2012 for his services and contributions to Canada.

Best known for his book "None is too Many: Canada and the Jews of Europe 1933-1948", co-written with Harold Troper. It revealed the largely untold story of Canada's anti-immigrant policies toward Jewish refugees. He was also critical of Canada's postwar acceptance of thousands of Nazi collaborators and war criminals, particularly the members of the Waffen-SS Galicia Division.
