Biography

Hugh Carter was born on September 29, 1942 in Americus, Georgia, USA. He was married to Glenna Garrett and Joan Samuelson. He died on July 23, 2023 in Tampa, Florida, USA.

Before joining the White House staff, he rose to vice president of John H. Harland printing company in Atlanta.

He was a second cousin of President Jimmy Carter, and was dubbed "Cousin Cheap" during his time as a White House aide for cutting frills and slashing perks. He put an end to chauffeured rides to and from the White House for nearly all senior staff; had the presidential yacht sold; and removed around 250 TV sets and 175 radios from West Wing offices.

He received a degree in industrial engineering from the Georgia Institute of Technology, then served as an officer in the Army. He received a master's degree in business administration from the Wharton School at the University of Pennsylvania.
