Chad Shackley is an American technology entrepreneur, executive, and network infrastructure engineer who served as a prominent figure during the late-1990s dot-com boom. He is best known as a co-founder and the Chief Technology Officer (CTO) of the Digital Entertainment Network (DEN), an early multimedia startup that stood as one of the first major attempts to broadcast original, episodic video programming directly over the internet.

Shackley began his career in the early commercial tech sector, partnering with Marc Collins-Rector to build Concentric Network Corporation. Serving as an Executive Vice President from 1992 to 1996, Shackley helped develop the enterprise into a major nationwide Internet Service Provider (ISP). Following a successful sale of their ISP infrastructure holdings, he re-pooled his venture capital to target the frontier of online entertainment, joining Collins-Rector and former child actor Brock Pierce to launch DEN.

As the Chief Technology Officer of DEN, Shackley engineered the complex server and bandwidth distribution networks required to stream original video content to computer screens a highly experimental feat given the limited, early-stage infrastructure of consumer broadband at the time. At its peak, the platform secured over $88 million in funding from corporations like Microsoft, Intel, and NBC before the executive team stepped down in late 1999 amidst the broader dot-com market correction.
