Rachel Sweeney was born in Philadelphia, Pennsylvania. She is of Ashkenazi Jewish descent. She attended the Pennsylvania State University School of Theatre and graduated Phi Beta Kappa with honors from Schreyer Honors College. She wrote, directed, and starred in the films Dead Girl and Fish Bowl. She is also a musician and songwriter.
