Hugo Teugels is a multi-award-winning Belgian independent filmmaker-writer, director, producer, cinematographer, editor, and sound designer-known for visually poetic short films that merge dream-like imagery with precise sound-driven storytelling. Working under his banner TVP Services - Video Art Productions, he has built a body of work that balances cinematic mood, symbolic visuals, and emotional undercurrents, often exploring identity, memory, myth, and the tension between beauty and unease. Before fully committing to filmmaking, Teugels developed a strong narrative sensitivity through years of close listening: he was a soundtrack critic for approximately fifteen years, an experience that shaped his signature approach to rhythm, atmosphere, and the dramatic power of music. That sound-first mindset still defines his filmmaking-where editing, image composition, and music often feel inseparable, and where tone is as important as plot. Across the years, Teugels directed and crafted a series of short films that helped establish his distinctive style, including Set Me Free (2011), Hoko-Bang-Sing (2014), The Queen (2016), and 2nd Chance (2019). Alongside these titles, he developed the experimental AnoMiC project (2019-2022), further refining a language of cinematic fragments-sometimes surreal, sometimes intimate-driven by visual metaphors and atmosphere. His work is frequently described as lyrical and cinematic, with an eye for strong color symbolism, painterly framing, and mood-based narrative structure. Teugels’ flagship creation is Cassandra Venice, an evolving cinematic universe set against the haunting beauty of Venice. Built through multiple formats and iterations, the project merges mythology with climate reflection-an allegorical world where water, ritual, and symbolism carry narrative weight. What began as two experimental mirror trailers in 2023 expanded into an internationally awarded short-film trajectory, with Cassandra Venice amassing over 450 awards across its early versions-before taking a bold step into a hybrid, A.I.-enhanced approach. In 2025, Teugels explored this "hybrid vision" to push the project’s visual poetry further-integrating A.I.-augmented artistry while maintaining the cinematic grammar of live-action storytelling. A hybrid cut premiered at the Marbella International Film Festival, where it received Best A.I. Generated Film, confirming the project’s ability to evolve without losing its emotional and mythic core. That evolution ultimately culminated in the upgraded short film When Cassandra Venice Speaks, completed at the end of 2025 and launched into its official festival run from January 2026 onward. At the heart of Teugels’ work is a consistent ambition: to create short-form cinema that feels like a complete world-at once poetic, cinematic, and resonant beyond the screen.
