Joe Chow was born on January 19, 1982 in Shanghai, China. Joe is a director and writer, known for Seventeen (2008).

(September 27, 2009) Attended the 4th annual Paris Chinese Film Festival, which featured the screening of his directorial debut Seventeen (2008).

(September 20, 2008) Participated in a public symposium on Chinese cinema and attended the screening of his directorial debut Seventeen (2008) at the National Museum of Singapore, as part of the "Youth in Chinese Films After 49" programme, held by the National Museum of Singapore Cinematheque.
