- Adopted by Vic and Dodie Locastro in 1987, Joe was a very outgoing child. He studied acting all through high-school and began college majoring in Film Directing, at Columbia College Chicago. He trained in film stunts during his off-time from school, and did some work with Michael B. Chait, owner of TMU Pictures. From there he went on to be a TMU staple, working hard and taking the hits in a number of TMU films.
Since working with TMU, Joe has been a voice actor on the Pokemon TV series and two video games, a motion capture actor, published two games, and is working on his first major writing project. He married his wife Erika in 2018 and they have a son, Cody.

- Has a sandwich named after him at the Chicago, Illinois hot-dog shop "Flub-A-Dub Chub's". The sandwich is called "The Locastro", and is a large burger with pepper jack cheese and a 1/4lb "Chubby" hot dog on a pretzel dough bun. Joe usually orders them with a fried egg on top as well.

- Joe used to work for Midway Games, and was a production intern on the game "NBA Ballers: Chosen One".
- In the TMU Pictures film "Subject", Joe is the sole enemy soldier at the end of the film. He performed in front of a green-screen, and was digitally added to the rooftops of the buildings, to give the appearance of an army.
