- In 1999 wrote a manifesto "All Together" and suggested that the first assembly of the opposition, made under severe repression, which resulted in a movement of unity. He was appointed coordinator of the "Committee Rapporteur of All Together" movement that remained till his death.
- For the first time in 1992, Paya made public his intention to run for deputy to the National Assembly of Popular Power.
- In the early years of the 80s began working in Public Health as a specialist in electrical equipment.
- Held meeting with Pope John Paul II during the Pope's visit to Cuba in 1998.
- In 2005, he was nominated for the Nobel Peace Prize by the former Czech President Václav Havel.
