Romone F. Penny, the second to last of five children, was born in Chicago, Illinois and raised in Minneapolis, Minnesota. He is the son of Phyllis Times, and Frank L. Penny, II. Romone acted in plays during middle school, and attended boarding school at Mercersburg Academy (Pennsylvania), where his interest for theatre arts grew.
