Billy Frolick was born on February 12, 1959 in Long Island, New York, USA. Billy is a writer and director, known for It Is What It Is (2001), Madagascar (2005) and PAW Patrol: The Movie (2021).

Wrote the book 'What I Really Want To Do Is Direct', which followed seven up-and-coming filmmakers and the struggles of starting out in the industry. The future filmmakers included P.J. Pesce Marco Williams, Liz Cane, John Keitel, John McIntyre and Bernard Joffa.
