- Josh served as President of Film Independent from 2012 to 2024. He directly oversaw all programs and operations of the nonprofit arts organization. During his tenure as President, Film Independent grew significantly, from staff to budget to program slate, including a more than 100% increase in membership. Under Welsh's leadership, Film Independent deepened strategic partnerships with studios, NGOs and governments, and increased international reach by partnering with the State Department on the Global Media Makers program. He expanded the organization's commitment to promoting diversity in the film industry and amplified Film Independent's role as an advocate for filmmakers.
Prior to becoming President of Film Independent, Welsh was responsible for the overall design, strategic planning and implementation of the Artist Development programs for over a decade. He spoke frequently at film schools and served on numerous festival juries.
Welsh earned his Ph.D. in philosophy from Johns Hopkins University, and a B.A. in Philosophy from Kenyon College.
