Born in Montreal, Canada, he is the son of the late Pierre Valcour, a cinema actor and producer. He first created the production company "Quai 32" in Montreal, then moved to Virginia to found New Dominion Pictures with associate Tom Naughton. New Dominion Pictures studios and production office are situated in Suffolk, Virginia.
