Had a habit of cracking up on the set of the Benny Hill Show, beginning with a giggle which would then become fits of laughter infecting the rest of the crew. He was also prone to drunkenness, but seemed to be one of those people who could work quite well, even when under the influence. However, one one occasion he went on a bender for five days, having left a performance at the London Palladium, and waking up in a Dublin hospital. Hill consequently dropped him from the show for several seasons.

Was a squadron leader in the RAF during World War II. After the war, worked variously as a fruit picker, cattle breeder and manager at London Airport.

Todd gained a reputation for frequent drunkenness while serving in "The Benny Hill Show", though it rarely affected his performance skills. In 1976, Todd was briefly hospitalized in Dublin after a drinking bender. Benny Hill fired him for his unprofessional behavior. In 1980, Todd was rehired for "The Benny Hill Show". The show's new producer Dennis Kirkland felt that Todd was necessary for the show's success, and that the show's rating were suffering without him.

Todd trained as a dentist before World War II, and then served as a navigator of the Royal Air Force during the war. Following his wartime service, he worked variously as an airport manager and a cattle farmer. In the early 1960s, his farming business went bankrupt and he had few available options. In a pub, Todd met and befriended the screenwriters Ray Galton and Alan Simpson. He bluffed them into believing that he was an experienced but unemployed actor, and they helped him secure a recurring role as a policeman in the comedy television series "Citizen James". At the time, he had no acting experience or formal training. He quickly established himself as a character actor. By January 1963, Todd was multitasking by playing several of the supporting characters in the hit play "The Bedsitting Room".
