Former representative who represented the State of Rhode Island in the United States House of Representatives.

United States Senator from 1960-1996, and son of Congressman Herbert Claiborne Pell, Jr. Introduced legislation in 1972 for a program to help underprivileged youngsters attend college, nicknamed "The Pell Grant".

Sponsor of the legislation that created the Pell Grant program, which provides financial aid to college students.

Democrat U.S. Senator from Rhode Island. Term of service: 3 January 1961 - 3 January 1997.

Four months before the bombing of Pearl Harbor, he enlisted in the Coast Guard. He served on convoy and patrol duty in the North Atlantic and the Mediterranean. He retired from the Reserve in 1978 as a captain.

He wrote the legislation that established the National Endowment for the Arts and the National Endowment for the Humanities.
