David Mills was born on November 20, 1961 in Washington, District of Columbia, USA. He was a producer and writer, known for NYPD Blue (1993), The Wire (2002) and The Corner (2000). He died on March 30, 2010 in New Orleans, Louisiana, USA.

Second cast or crew member of HBO's series Treme (2010) to die while filming the series in New Orleans. The first, Bernard Johnson died of a heart attack a week before Mills' death from a brain aneurysm.

His New York Times obituary called Mills a "light-skinned black man whose racial identity was not always evident to those around him [who] wrote white characters and black characters with equal zeal.".
