After his big-budget feature film The Invincibles (1994), an attempt at making a German police action thriller for the 'big screen', suffered from interference by the producers and flopped in German cinemas, he turned to TV. Since then most of his films have been made for TV. Graf has frequently stated that, all conflicts with TV guidelines aside, he enjoys more artistic freedom on TV.

Frequently works with screenwriters Rolf Basedow, Markus Busch, Christoph Fromm, Günter Schütter and Bernd Schwamm.
