- He was born in 1958 to a caretaker father and a mother who was an accounts clerk. He trained at Anna Scher's Children's Theatre School in Islington, London.. He worked professionally from the age of thirteen, became a member of the R S C and made his debut as a director with a fringe production of Caryl Churchill's play Fen. His films include Quadrophenia, Breaking Glass, and Scum.

- He sang on the original recording of British band Blur's single "Parklife".
- Has an uncredited role in Bugsy Malone (1976) as a waiter who spills spaghetti.
- He was also in a band "Phil Daniels and The Cross" in 79/80 with a single called Kill Another Night.
- Phil says that he would not release another single having appeared on Blur's 'Parklife' where he speaks a verse. The reason is that he 'could not top' such a great song.
