Her mother is actress Dixie Carter and she has one sister, Mary Dixie Carter, who is a screenwriter.

She has three elder half-siblings from her father's first marriage: Jon, Wendy, and Ellen. She and her sister Mary Dixie are from her father's second marriage to Dixie Carter.

She attended Harvard University (as did her sister Mary Dixie Carter) and graduated in 1991. She studied acting at RADA in London and studied writing in the Master of Professional Writing program at USC, graduating in 2007. She is an actress and a playwright.

Her mother's maiden name is Carter, and her father's last name is also Carter, and this caused confusion in her and her sister's lives, and they had to explain to people that their parents weren't cousins. Their great uncle on their father's side had changed his Hungarian surname from Kardos, which means swordsman, to Carter and the rest of the New York family followed his example.

Her father is Arthur Carter, publisher and owner of "The New York Observer".

Her stepsister is actress Ali Marsh. Ali's mother is Dr. Linda Carter. Linda has been married to Ginna and Mary-Dixie's father Arthur Carter since 1980.
