He was, during the Vichy regime in France, the general secretary of the police forces. He organized the arrest and deportation to concentration camps of French Jews made famous in the 'Vel d'Hiv roundup' depicted in many movies such as 'Les Guichets du Louvre' or 'La rafle'.
