Lucia Mendoza was born in Chicago, Illinois, USA. She is known for City Hall (1996) and Puerto Rican Mambo (Not a Musical) (1992).

Featured daily for several years in a Video playing ongoing at New York City's Civil Court House, portraying a young mother facing eviction and options available to her through the New York City Housing Court system.
